The photo is, sadly, too small for me to make out exactly what the point of this was, but it appears that you'd get these comic panels that had adhesive on them, and figure out the order to put them in to re-create the comic story!

I one of these when I was a kid. I remember them as being cardboard pieces, like a puzzle piece, not adheasive, but I could be wrong.
